The Council of Ministers has recently updated its Regulation of works to make the law-making process more efficient and transparent. The document serves as a guide for the overall functioning of the government. Key incorporated changes to the rules of procedure are presented below:
🔍 Consultations: Public input is crucial! Skipping consultations is now allowed only for exceptional cases, such as safety or health.
📊 OSR Coordinator: A greater role of Regulatory Impact Assessments (OSR) is envisaged to assess the socio-economic impacts of new laws.
📝 RCL’s Role: The importance of the Government Legislation Center (RCP) will increase with the aim to ensure projects are publicly consulted and key recommendations are provided.
⏩ Efficient Committee Work: The Standing Committee of the Council of Ministers will adopt a more flexible working mode. No more redundant approvals, saving time and effort!
🇪🇺 EU Compliance: New requirements have been established for projects related to the implementation of EU law so that they are fully compliant with EU regulations.
These changes can empower main institutions, paving the way for a more effective legislative process, though some opine that there are still gaps to be filled. Let’s see how it unfolds! 🤔
